The 4th Amendment
The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized. Land Use and Use Protection discussion -- 4/23By borges, Section City Hall
On Wednesday, April 23rd starting at 6:30 PM the Kickapoo Reserve will be hosting an interesting program about Land Use/Protection options.
As government units go through the Comprehensive Planning process, terms like Conservancy and Conservation Easements, Land Trusts and Purchase of Development Rights are sure to come up. George Howe of the Mississippi Valley Conservancy and Jim Servais of the Farmers Union (also a County Board member) will explain some of these options, why landowners in our area may be interested in participating and why we all need to be better informed of them. We'll start with some socializing, snacks and refreshments at 6:30 PM then jump right into the program at 7:00 PM. Sustainable La Crosse--4/23By borges, Section City Hall

Outside Money in Politics--Here?By borges, Section City Hall
Around here you usually don't think ads will be bought by interests groups for local elections, but if you thought that you would be wrong. I did a small story about outside money messing up the Supreme Court election on UppityWis and then I find 8 candidates for our county board election in Vernon County being promoted by a group that is--so far--only known for its interfering_ad. It seems they could throw up a webpage or make a public press release before launching into promoting candidates. In fact some folks in the ad were not aware of the group's effort and could not tell me who they were.
Their advertisement notes that candidates opposing Tom Wilson (14), Dave Ebbert (25) and Phil Hooker (4) are preferred if you care about sustainable agriculture and the environment. It would be hard to make that case with Tom who has worked with Focus on Energy program (and not only that, Tom has worked for years promoting sustainable energy programs, sound transportation policy (see related article soon) and landowner rights against multinational corporate greed) and Dave who works for MOSA, Philip works with Clean Energy Coalition in La Crosse, and they all are campaigning on concern for the environment and keeping family farms on the landscape. Two other candidates, Dan Peper (18) and Joe Swanson (23) are or have been on the Valley Stewardship Network (VSN) board that takes up all manner of environmental issues in the Kickapoo Valley watershed. So do your homework, don't trust the ads out there, and vote this Tuesday, April 1st! If you vote in the City of Viroqua the full story has sample ballot, so you will know what to expect. If you can't remember your ward, here is a link to city wards and the page to the county supervisory districts is here. People can post or send in info on the Crawford County races, but my impression is that the county board incumbents are not being contested. I'm not so sure about school districts and town boards. Call the clerk with questions. All voters will have the Supreme Court choice and referendum on the ballot. (422 words in story) Full Story Kind Listening Session TodayBy borges, Section City Hall

Vernon County Town Hall Sorry for the late posting on this. h/t Tom Poking Fun at the GovernmentiumBy Mocha, Section City Hall
New research has led to the discovery of the heaviest element yet known to science. The new element, Governmentium (Gv), has one neutron, 25 assistant neutrons, 88 deputy neutrons, and 198 assistant deputy neutrons, giving it an atomic mass of 312.
These 312 particles are held together by forces called morons, which are surrounded by vast quantities of lepton-like particles called peons. Since Governmentium has no electrons, it is inert; however, it can be detected, because it impedes every reaction with which it comes into contact. A minute amount of Governmentium can cause a reaction that would normally take less than a second to take from four days to four years to complete. Governmentium has a normal half-life of 5 years; It does not decay, but instead undergoes a reorganization in which a portion of the assistant neutrons and deputy neutrons exchange places. In fact, Governmentium' s mass will actually increase over time, since each reorganization will cause more morons to become neutrons, forming isodopes. This characteristic of moron promotion leads some scientists to believe that Governmentium is formed whenever morons reach a critical level of concentration. This hypothetical quantity is referred to as critical morass. When catalyzed with money, Governmentium becomes Administratium, an element that radiates just as much energy as Governmentium since it has half as many peons but twice as many morons. State Taking Control of WindBy borges, Section City Hall
We all need to write to our representatives in the Wisconsin Legislature regarding AB 899 and SB 544, which will strip away local control over siting huge wind turbine developments. A Montreal company has approached Crawford County with a request for information for their planning studies, for likely over 60 turbines. In Crawford County these will have a highly detrimental effect on our bird and wildlife populations. We are situated in the Mississippi Flyway and millions of birds migrate through or to here every Spring and Fall. The flyway is not neatly situated within the banks of the river, but is a broader river overhead. Not only do these huge towering wind turbines directly affect wildlife by killing birds and bats in flight but they have an indirect affect by fragmenting habitat and altering animal behavior. The Public Service Commission, which will have the power to tell Crawford County where these towers go, is notorious for completely disregarding environmental precautions given to them by DNR and US Fish and Wildlife Staff.
There is a well financed juggernaut in favor of rapid placement of wind farms, wildlife be damned. Please phone or email as soon as possible. The legislature may vote on this in a day or 2. We know how precious our county is. Please do this to help protect it from thoughtless development.
Here is a link that will help you locate your representatives. Thank you, Maggie Jones and Edie Ehlert of the Crawford Stewardship Project.
